What is the Times Thinking? | National Catholic Reporter by MSW.  MGB: Putin does not like the idea of a Pax Americana.  Some in the Congress don't like it either, but they seem in no hurry to defund the Navy, the overseas bases or the research and procurement budgets - not to mention all the bases.  In the Times defense (and Putin's), I suspect that this essay was likely penned and translated before the decision was made on a peace deal, although the Russian Foreign Secretary referred to the letter in the negotiations with Secretary Kerry.  I suspect that indicates where the authorship of this letter truly lies.
