MGB: Let us be clear on one important matter.  The planet is not at risk.  Our ability to live on the planet is.  Indeed, much of the biosphere is not at risk, although a shocking amount is.  The conspiracy theory on climate change, by the way, is for domestic consumption only - or else the accords would not have passed.  The Koch brothers, et al, know that they can get the most bang for the buck stopping the Senate from ratifying the treaty - which is why the Democrats won't even let a GOP majority consider it.  While a bottom up approach does not stop other nations from acting, it does not stop Congress from making sure nothing happens of significance, although EPA can enforce carbon based on current law. As to whether Francis guided world opinion, I suspect he only shored it up - but that seems to be enough for the world, but not for the second biggest polluter - the United States (China passed the US long ago).
