That the majority of bishops did not want to get into such a discussion does not imply that such a discussion is not appropriate, especially when the people are going there on their own. As for Burke, I agree with him in part - the magic word of Magisterium were not used, but that does not invalidate the Exhortation - it invalidates the hubris of the concept of an infallible Magisterium. If the term dies out, it won't be too soon.
