MGB: It really is a no brainer and was likely based on the law as well as principles that put the federal government in the center of such interstate issues.  I am disappointed this was not unanimous but I can bet who voted no.  Bravo to Justice Ginsburg on her quote.  Either she is a scripture scholar or she has a clerk who is (or a really good quote program).  It is ironic that it applies both to the wind and to the challenge of getting environmental regulation enacted.
