Maybe part of it - but the only real cure is employee ownership of the companies who do this job shuffling with those firms offering the same program to their overseas workers and suppliers (and opportunity they should not be able to refuse) - with pay providing the same standard of living in China, et al,  that their American counterparts receive. Once everyone does this, the currency gaming that makes outsourcing possible also goes away.
