The more serious step - the one Biden will not take - is to add provisions to Federal Acquisition Regulations requiring arms and munitions manufacturers to not sell to the public if they seek federal contracts to provide these products to the government. Doing so would require DoD, GSA, NASA and the FAR Council to issue proposed and final rules in the Federal Register for Notice and Comment. THAT would be news.
