MGB: One wonders about any relationship between this conference and the one earlier this year with the Napa Institute.  As for a concept of negative liberty, one need only examine where Aquinas and Rousseau meet - in free will from the choosing between imperfect alternatives by the will, along with the general will which requires unanimity to act except with police power meet.  You can get something close to Rand from that - but not an atheistic version.
