MGB: This is good news.  The better news would have been to cancel all IMF debt and send it to the U.S. for liquidation into our own national debt.  The IMF experiment needs to be ended.  Now. Post-genocide Rawanda is taking no foreign aid and is doing better than any of its neighbors.  This should be considered as a clue.
