Sirico: Propaganda or Not? | National Catholic Reporter by MSW.  MGB: I see three options.  The good Reverend Father may simply be (1) responding to teaching (2) or wanting to appear to do so) or (3) he is still using code and believes that cutting benefits makes the poor better off by encouraging them to better themselves.  As you can see, only one of the three options above has him not be an ass.
